城鎮城鎮 L城俄J亦稱鎮。居民點的一種，是城鎮聚落中同農村關系最密切的基礎層次，是城、鄉經濟、文化等聯系的紐帶。分為縣級鎮和縣轄鎮。縣級鎮，又稱縣中心鎮，是縣政府機關所在地，是全縣的政治經濟、文化中心，具有一定的工業、商業和科學技術力量，有較好的公用設施和方便的交通條件。縣轄鎮，又稱縣轄建制鎮，是在縣轄區范圍內幾個鄉形成的區域中心，有的具有專門的工業和商業職能。鎮介于城市與鄉村之間，是城市文明的傳播媒介，具有亦城亦鄉特征，其分布密度和規模，是一個地區經濟發展水平的重要表現形式。設鎮的條件在不同國家各不相同;在同一國家，不同地區或不同的歷史階段也有區別。1981年國務院對鎮的設置作了如下規定:1.縣級和縣級以上地方國家機關所在地，可以設置鎮建制。2.聚居人口在5《XX)千以上，其中非農業人口占70%左右的工商業集中地、小港口、風景區或物資集散地，也可設鎮建制。3.少數民族地區、邊遠地區的工商業集中地，雖然聚居人口不足5(XX)，非農業人口比例不到70%，確有必要時，也可設置鎮建制。鎮一般不包括鄉鎮政府所在地的集鎮。
