環境質量 一般是指在一個具體的環境內，環境的總體或環境的某些要素，對人群的生存和繁衍以及社會經濟發展的適宜程度，是反映人類的具體要求而形成的對環境評定的一種概念。到20世紀60年代,隨著環境問題的出現,常用環境質量的好壞來表示環境遭受污染的程度。例如對環境污染程度的評價叫做環境質量評價，一些環境質量評價的指數，就稱為環境質量指數。 環境科學所指的環境是圍繞著人群的空間以及其中可以直接、間接影響人類生活和發展的各種自然要素和社會要素的總體。所以環境質量的優劣是根據人類的某種要求而定的。例如，根據人體健康對空氣的要求，大氣污染嚴重的地方，環境質量就壞，空氣清新的地方就好；根據人群對生活舒適的要求，嘈雜的鬧市環境質量就壞，恬靜的郊野就好；對經濟開發來說，水熱條件適宜、土地肥沃、資源豐富、交通方便的區域，環境質量就好，反之則差。從另一方面看，控制污染、保護環境、改造自然和合理利用資源等，都可屬于改善環境質量的范疇。這樣，環境質量又具有人類與環境相協調程度的含意。 環境是由各種自然環境要素和社會環境要素所構成，因此環境質量包括環境綜合質量和各種環境要素的質量，如大氣環境質量，水環境質量，土壤環境質量，生物環境質量，城市環境質量，生產環境質量，文化環境質量等。而各種環境要素的優劣，都是根據前述的人類各種要求而進行評價的。所以環境質量又是同環境質量評價聯系在一起的，即確定具體的環境質量要進行環境質量評價；而評價的結果就表征了環境質量。所以環境質量評價是確定環境質量的手段、方法，環境質量則是環境質量評價的結果。在環境的研究與開發、利用中，人類要確定環境質量就必須進行環境質量評價，要進行評價就必須有標準，這樣就產生了環境質量標準的體系。由于環境質量是依據人類的各種要求來評價的，所以環境質量標準也依不同的要求而有許多種。可見，環境質量和環境質量標準是不能分開的。
